European on-board diagnostics — the EU's emissions-driven equivalent of OBD-II, mandatory on petrol cars from 2001 and diesel from 2004. In practice EOBD and OBD-II are interchangeable for generic scanning.

EOBD (European On-Board Diagnostics) is the EU's implementation of OBD-II. It became mandatory for new petrol passenger cars sold in the EU from 1 January 2001 and for diesel passenger cars from 1 January 2004, under Directive 98/69/EC and later 2002/80/EC.

Technically EOBD reuses the same services, PIDs, DTC formats, and connector as OBD-II. The differences are limited to emissions thresholds and a few additional readiness monitors. Any OBD-II scanner will work on an EOBD vehicle and vice versa — the distinction only really matters when discussing legal compliance or when a vehicle was sold in both markets with different ECU calibrations.
